Special Meeting cum Annual workshopon PROMOTION OF PULSES IN NEH REGION and State level farmers’ meet on promotion of pulses
A Special meeting on technological Interventions for promotion of pulses in Northeast Hill region wasorganized by ICAR-Indian Institute of Pulses Research, Kanpur in association with ICAR RC NEH, Tripura Centre, Tripuraat Lembucherra, Tripura during 19-20 September 2016. This meeting was organized for developing strategies and action oriented programmes for boosting up of pulses production in NEH region besides reviewing current status and future course of action on promotion of pulses in NEH region. Around 400 delegates including 300 farmers’ representatives participated in this meeting. Notably among them are ShriNareshJamatia, hon’ble minister for Forest, Rural Development and Election,Govt of Tripura, Tripura, Directors of ICAR Instituteslike IIPR, ICAR RC NEH & ATARI (Zone III), Vice Chancellor of CAU, Imphal, Director, Directorate of Jute Development, Kolkattarepresenting DAC, GOI, New Delhi,Joint Directors and Scientists of ICAR Institutes located in NEH and officials from State Agricultural Universities, Directors and Officials from State Agriculture Departments and Seed producing agencies. In his Inaugural Address on 19.9.2016,ShriNaresh ChandraJamatia, hon’bleMinister for Forest, Rural Development and Election, Govt of Tripura, Tripura expressed his deep concern that NEH states are still lagging behind in pulses production comparing other Indian States. The people especially farmers here consuming lentils and other pulses but are not producing it on a large scale as a priority crop and hence the deficit remains. He appeals the farming community to grow more pulses for both food and nutritional security. Earlier in the beginning,Dr.S.V. Ngachan, Director, ICAR RC NEH,Umiam, Meghalaya welcomed all the participants on the eve of this distinctive 3rdspecial meeting on Promotion of pulses in NEH Region and state level Farmers’ meet on promotion of pulses. It was followed by a crisp presentation on“Current status and strategies for increasing pulses production in NEH region”by him beforethe delegates including farmers where he stressed upon bridging the deficit of 81.7 % in pulsesin NEH region through concerted efforts by all the stakeholders including our clientele, the farmers on a convergence mode.Cultivation/popularization of pulses under zero tillage in rice fallows are of top priority. Good crop raising on an acid and constrained soils is really a challenge to all of us to face and to get rid of. Concept of seed village should be vigorously pursued besides working on developing varieties with multiple stress resistances. Dr. N.P.Singh, Director, IIPR, Kanpur calls for an aggressive and proactive role of all concerned keeping in view the deficit of 80% in production of pulses in NEH region. He emphasized certain measures like, area expansion under new niches viz., cultivation of pigeonpea in hilly slopes/terracesand JHUM areas, mungbeanin Spring/pre-Rabi, urdbean in late kharif/pre-Rabi seasons, lentil/lathyrus as utera after Kharifrice, local underutilized pulses like ricebean, broadbean etc., popularization of suitable pulse varieties and appropriate technological intervention suiting zones/states of NEH regions and compatible with acid and constrained soils. Other infrastructural measures such as development of storage structures/technology, seed mobilization among several partners working for NEH region and appropriate seed certification for in situseed multiplication could bridge the deficit in production scene. He was confident that by following these practices, the cropping intensity could be increased from a mere 135 to around 200% for the NEH with corresponding increase in both productivity of pulses and overall production. He also puts forth the strategic action plan through variety screening (with biofertified ones), seed multiplications and adoption of improved technology (by involving ATARI, SAUs and State Agricultural Deptts) to achieve the target. Earlier in the meeting, Dr. Chandra Sekhar Praharaj, PS (Agronomy) and Nodal officer (NEH region) presented the details of activities and Annual Progress Report on varietal evaluation and seed multiplication programmeon pulses undertaken at 9 centers under 8 NEH states during 2015-16; and Action Taken report on the recommendations made in the last meeting held at CAU, Imphalbefore the Hon’ble Minister and others dignitaries. He also presented the technical programme for 2016-17 for NEH region at the concluding session. The meeting ended with vote of thanks to the chair by Dr. K.K. Barman, Joint Director, Tripura centre.
